China backs brain interfaces with fast approvals and subsidies
Regulators cleared an implantable motor system within days for insurance coding as Beijing targets an aging population of 468 million patients.

China is accelerating the development, regulatory clearance, and financing of domestic brain-computer interface devices as part of a state-directed campaign to build an independent neurotechnology industry.12 The government has identified brain interfaces as one of six strategic future industries under its 15th Five-Year Plan, seeking to address a domestic neurological health burden while positioning Chinese manufacturers to compete against American firms such as Neuralink, Synchron, and Paradromics.312
The demographic urgency behind the industrial policy is substantial. Official data indicates that cases of age-related neurological disorders in China increased 42 percent between 1990 and 2021, reaching 468 million patients.1 Furthermore, national statistics record more than 3.7 million people living with spinal cord injuries across the country, with approximately 90,000 new cases diagnosed each year.4 Industry forecasts project China's brain-computer interface market will expand to 5.58 billion yuan, or roughly $818.46 million, by 2027.4
To build domestic manufacturing capacity, the Ministry of Industry and Information Technology, together with the National Development and Reform Commission and five other central ministries, published a joint implementation plan targeting the establishment of an advanced industrial supply chain by 2027.2 The policy outlines goals to cultivate two to three globally competitive domestic firms and establish complete domestic manufacturing capacity by 2030, supported by an 11.6 billion yuan brain science research fund.25
State administrative coordination has produced rapid clearance pathways for domestic devices. On March 13, 2026, China's National Medical Products Administration granted commercial registration approval for the NEO system, an implantable hand motor function compensation device developed by Shanghai-based Neuracle Technology in partnership with Tsinghua University.24 Classified as a Class III high-risk medical device, NEO uses an array placed outside the dura mater to capture motor cortex signals, driving an external pneumatic glove that allows individuals with cervical spinal cord injuries to grasp objects.245

Following the regulatory green light, China's National Healthcare Security Administration assigned a medical insurance consumable classification code to the product within 48 hours.25 Legal analyst Tanya Luo noted in an analysis for Bird & Bird that the rapid coding moved the product from market authorization to clinical reimbursement infrastructure in days rather than months, reflecting early regulatory guidance from national authorities.2
Domestic capital has followed the state policy signals. Shanghai-based developer StairMed secured 500 million yuan, or approximately $72.8 million, in an investment round led by Alibaba Group, while Chengdu-based Gestala completed 150 million yuan in angel financing for a non-invasive interface platform.2 In August 2026, Weiling Medical closed an investment round exceeding 100 million yuan, and state insurer PICC Property and Casualty executed an insurance policy covering invasive brain implant surgeries at the Second Affiliated Hospital of Zhejiang University.3
Technical standards are advancing in tandem with capital allocation. Two foundational national standards, GB/T 47023-2026 for reference architecture and GB/T 47127-2026 for multimodal data formats, took effect on August 1, 2026.3 A third national standard governing visual evoked potential encoding and decoding takes effect in October 2026.3 At a State Council Information Office briefing in August 2026, Vice-Minister of Industry and Information Technology Xin Guobin confirmed that the ministry will fund high-end training chips and multimodal decoding algorithms to support intelligent interface hardware.
Clinical trials across Chinese medical centers have demonstrated functional improvements. At Huashan Hospital affiliated to Fudan University, clinical trial participant Dong used the NEO implant and a pneumatic glove to lift dumbbells and write characters following a severe spinal cord injury. Additional clinical implants have been conducted at Beijing Tiantan Hospital and Xuanwu Hospital using the 128-channel Beinao No. 1 system developed by NeuCyber Neuro Tech.4
Despite administrative velocity, Chinese hardware developers face technical disparities when measured against intracortical systems. Industry commentator marilee observed in an analysis for Paradromics that the epidural NEO system uses eight electrode contacts, which lacks the recording bandwidth of intracortical arrays that monitor individual neurons. Commercial hurdles also remain: the NEO procedure costs between 300,000 yuan and 500,000 yuan, or roughly $41,400 to $69,000, while direct device costs remain outside public health insurance coverage.5 One leading state-backed developer acknowledged this year that domestic technology remains about three years behind Neuralink.1
